Does the Premium Spec Packs offer resurgence cards as well in MASS EFFECT 3

hi guys like to tell you all that the game is really very traffic and the graphic is actually very awesome but there is something that I need to know , well I have about 125 K at the moment and I want to know will I stay with the a Spec pack or should I get a premium spec pack so that I get the new DLC character/weapon. Is there any one here help me on this

On my pc, when ever i try to open just cause 2, this pops out
"Fatal Direct X Error
Code:15
Result:0x80070057: E_INVALIDARG
The game will now exit. Try starting the game with /failsafe if problem persists"

I have just updated the Logitech Alert Commander Software to the recent one and since then the problem that I am facing is that the cameras are not getting detected, I wanted to share they were getting recognized after update for approximately one hour and so but then I don't know what went wrong with them later, I have tried rebooting the router along with the system but then it is not making any
