Windows server 2003 unable to download attachments from outlook 2000.

Hi I am working in bank sector. There I have using an operating system of windows 2003 server. I am not the admin, but I have the rights to do so.
We are working with a window server and exchange, to log in with the clients at our office. We use citrix to go to our windows application server. Until some days ago outlook and opening the attachments did work fine, but suddenly outlook doesn't open

Okay, this is really starting to piss me off, this computer has been nothing but problems for me but I need it for my job until I can afford something better.
