Hi,
I am using bsnl 3g prepaid connection. I want to migrate to a postpaid one.
Tell me if there is roaming charges on the postpaid unlimited data plan @1359/-

Hah. They can target all users they want but what is the point of just making the service available ? The service has to be useful to the nation in some way. How will providing broadband work when the govt of india cannot provide guaranteed 24 hours electricity to all the people in the country. On the contrary with their cheap money making schemes they will end up wasting electricity for running their servers as well as wasting the countries resources. The companies should work toward improving broadband services in major cities and then move to the rural areas.

Yes they will be providing those speeds but the network is not "3G" its "3.5G" aka HSDPA. They can provide upto 85mbit/s if they have the infrastructure. Although the actual speeds will depend on the number of users per tower and available bandwidth but that is the max possible speed they can roll out.

lol i changed all the bsnl plans in last 3days .. but all giving 117 Ip only.

and bsnl guys saying they not allowing network change request from 117 to 59 ..only from 59 to 117 they allowing the network change.

This sucks.

with idea already airing ads regarding MNP, i think this time it's for real. btw i'm on idea only and my plan is

249 combo which gives 400 local/national minutes free, 400 local/national sms free and 1GB of data download per month

for rs 249. is there a better plan available in delhi?

^^ The speed you are getting seems to be in line with the plan you subscribe to. That is clear from your Speedtest report. auroraPWN has already explained the calculation.
You may have got high speed on the first day because they had not yet applied the cap at that point in time.
Yet I would suggest you need to get MTNL to look into your case because I believe the line attenuation is too high for comfort. I am alarmed when Line attenuation is a bigger number than SNR.

Airtel and Idea might be busy dealing with BSNL babus, so that they will not launch another cheap 3G scheme and kick the private player's ass... :)
